ideally, the weld strength should be identical to the surrounding material. a STRONG weld, will only mean the material around the weld will fail first. a WEAK weld, will only mean the weld fails first.
It's quite complicated. Ideally, the rod/stick/wire used as a filler will match the surrounding material in strength properties.
